Statement on Community Representation at Immigration and Admissibility Hearings
The Rainbow Community of Canada is committed to supporting immigrants and vulnerable individuals navigating Canada’s immigration and admissibility processes.
In accordance with Canadian immigration and tribunal regulations, members and designated representatives of the Rainbow Community of Canada may, in a limited capacity, act as Counsel or Representatives at Immigration and Admissibility Hearings on an unpaid, volunteer basis, provided that no fees or compensation are charged for representation.
In this voluntary capacity, representatives provide community-based advocacy, guidance, and support to individuals navigating these processes. Individuals are encouraged to confirm representation requirements and eligibility with the Immigration and Refugee Board of Canada (IRB) or the relevant tribunal to ensure compliance with all applicable rules and regulations.

Welcome to the Rainbow Community of Canada
The Rainbow Community of Canada (RCC) is a federally incorporated national organization dedicated to advancing inclusion, equality, human dignity, and the social well-being of 2SLGBTQIA+ persons, families, allies, newcomers, and communities throughout Canada.
RCC provides community-based advocacy, referrals, educational initiatives, volunteer opportunities, recognition programs, and integration support.
Services may include referral letters, letters of recommendation, letters of good standing, letters of welcome, community referrals, newcomer support, and 2SLGBTQIA+ advocacy.
RCC serves both Canadian-born residents and newcomers, including individuals affected by discrimination, displacement, persecution, or social isolation, helping them establish meaningful connections and navigate their communities with dignity and respect.
RCC is proud to support newcomers in their settlement and integration journeys, including individuals who have successfully obtained Permanent Resident status in Canada.
Where permitted by applicable law and the policies of the relevant authority, individuals may invite RCC representatives to attend immigration-related hearings, proceedings, or appointments as community supporters or observers, and may also invite representatives to attend Canadian citizenship ceremonies.
RCC's involvement is provided as community support and advocacy and does not constitute legal advice, legal representation, immigration consulting, or a guarantee of any government decision or outcome.
For individuals without family or friends available to share important milestones, RCC seeks to provide a welcoming and supportive community presence.
RCC also promotes volunteerism, community service, leadership, and civic participation, providing opportunities for individuals to contribute to advocacy, education, community outreach, events, and community-building initiatives.
Where applicable and based on verified participation, RCC may issue volunteer certificates, certificates of community service, letters confirming volunteer involvement, and recognition of leadership or community contributions, which may assist students, newcomers, and job seekers in documenting eligible community involvement for resumes, employment applications, scholarships, academic portfolios, and leadership records. Through collaboration and community engagement, RCC is committed to building a Canada where diversity is respected, equality is advanced, human dignity is upheld, and every person has an opportunity to belong.
